Makes me proud to be a surfer. I also grew up in the hood and surfing has saved me in many ways.
Boss just waked into my office and asked why I looked like I was crying before 9:30am, "work's not that bad"...

I did my student teaching at a middle school on 61rst and Skyline in San Diego - not exactly South Central but we had a lot of problems with gangs and drugs, etc., that very much resemble this scenario. I organized a beach trip for my 7th graders and for maybe a third of the class, it was the first time they'd seen the ocean. 14 miles and about a million years to Ocean Beach.
Then they really tripped when we went open-air camping in Anza Borrego...
A while back I read about an origination in South Africa that was took kids from the townships and thought them to surf. They also helped them with their school work. You had to keep good grades in order to use the Boards and wetsuits and get lesions.
